The Great Powers and the Armenian Genocide

Donald Bloxam first examines the dynamics of foreign policies of Great Britain and Russia with the Ottoman Empire  in the late nineteenth century especially in the seventies and eighties during the negotiations for the  treaties of San Stefano and the Congress of Berlin.  As Bloxam argues, Great Britain’s main objective is to minimize Russian interests in the Ottoman Empire and is less concerned with the scale of Armenian suffering.  At the Congress of Berlin, it becomes apparent that the interests of Bulgaria gain greater recognition than the interests of Armenians. Bloxam further argues that in the late eighteen nineties and the early twentieth century, there are more nations involved in seeking to monitor the treatment of minorities within the Ottoman Empire without any real solutions found.
